Too bad that federal tax policies provide much larger subsidies to both burning and landfilling waste than to recycling. There are production tax credits for all sorts of conversion of wastes into energy and for landfill gas recovery at landfills. Burning and landfilling also have much more favorable access to tax exempt bonds than do recycling facilities.
