RECYCLING AND RESOURCE RECOVERY SPECIALIST
$44,289 - $57,614 ANNUALLY plus excellent benefits

THE POSITION
Monterey County's Recycling Program promotes and supports activities to
reduce, reuse, and recycle discarded materials in the County of Monterey and
to meet the State mandate to reduce waste by 50%. Specific program areas
include commercial, residential, and organic waste; market development; and
used motor oil recycling. Public outreach is an integral part of these
programs.
In accordance with solid waste diversion mandates of AB 939 and the County
of Monterey's solid waste plan, the Solid Waste Section of the Environmental
Health Division of Monterey County includes both the Recycling and Resource
Recovery Section and the Solid Waste Local Enforcement Agency programs. The
Recycling Resource and Recovery Specialist implements programs and services
to increase awareness and participation of recycling and waste reduction by
residents and businesses. The position works under the supervision and
direction of the Solid Waste Section Supervisor in cooperation with three
Recycling and Resource Recovery Assistants.
SIGNIFICANT DUTIES
* Develop and implement County-wide waste reduction and recycling
programs for family dwellings, commercial establishments, and government.
* Facilitate education and awareness of the environmental implications
and desirability of recycling programs through public events and
presentations.
* Monitor, gather, and analyze data and evaluate and report progress
in waste reduction and recycling success using statistical and narrative
formats.
MINIMUM QUALIFICATIONS
Knowledge: Solid waste management and operations, including public and
environmental health issues, laws, and ordinances; Waste reduction,
recycling, and recovery; Research methods and practices; Public health
education and promotion.
Skills: Plan, coordinate, and implement recycling and waste reduction
programs; Compile, organize, and analyze complex data; Prepare and present
clear and concise reports and recommendations, both written and oral; Use
computer software; Work independently and as part of a team; Provide
excellent customer service; Establish and maintain effective working
relationships with staff, other agencies, the general public, and the
business community.
Licenses: Possession of a valid Class C driver's license.
DESIRABLE SKILLS AND KNOWLEDGE
* Bilingual in English and Spanish.
* Computer skills in Word, Excel, database and graphics software.
CONDITIONS OF EMPLOYMENT
* Incumbents may be required to work occasional nights and weekends as
assigned.
EXAMPLES OF TRAINING AND EXPERIENCE
Typical ways to acquire the required knowledge and skills are:
*Bachelor's degree in environmental sciences or related field and two years
experience developing and promoting recycling, waste reduction, or solid
management waste programs.
*An equivalent combination of education and/or experience to successfully
perform the job.
