Craig,

CFL generation rates are far less affected by population than they are by state utility regulation.

Up until around 2006 the majority of CFL sales were largely clustered in states where utilities are required to promote energy efficiency. As Idaho doesn't have much of any requirement for efficiency, I would imagine that CFL sales are below the national norm there.
