Thanks for the article about Superfund, which has been left unfunded since expiring ten years ago.

For those of us who were active promoting recycling before "solid waste" and "Mobro barge", it's useful to remember that 14/15 of the largest Superfund sites are hard rock (metal) mines, which live under some conflicting "exemptions" from the Bureau of Land Management's 1872 General Mining Act. Just one superfund site, a copper mine in Montana, now has a $900M "trust fund" established for cleanup. If one adjustment - the 1872 Mining Act or Superfund mining cleanup requirements - were made, electronics recycling would be free and probably paid positive revenue.
