Brennen,
Davidson County, North Carolina is able to include Christmas wrapping
and tissue paper in with our Mixed Residential Paper Program. This
doesn't include foil backed wrappings. At our MRF we produce four grades
of fiber. OCC, ONP, High Grade Office and Low Grade Mixed Residential.
We sell locally to a processor that sells directly to the mills.

I am in the effort of putting together a holiday guide and I have
discovered
that several of our haulers refuse to collect wrapping and tissue paper
to
be recycled.  While I understand this may create a low-grade paper
product,
with single stream recycling, magazines and newspaper inserts already
making
the paper low grade--it seems as if wrapping and tissue paper would not
make
that big of a difference.  Are other jurisdictions running into this
problem?  Insights into why this is the case? Any ideas how we can help
to
get this big waste contribution recycled?
