[GreenYes] stopping and starting recycling

At a recent meeting of the NYCitywide Recycling Advisory Board, one of 
NYC's vendors stated that if recycling is shut down for 18 months, he will 
convert his facility to another use and never reopen.  Having fewer vendors 
should make recycling more financially viable... NOT!  We've already been 
pointing out the obvious educational costs both of stopping then restarting 
a program.
