PA gets its money from a $2/ton tipping fee surcharge. We generate about $50
million per year. We expend about $30 million/yr. for recycling and market
development money. We currently have a large surplus that recycling
advocates want to spend on recycling market development. The Governor wants
to redirect the surplus ($125 million over 5 years) to fund other
environmental initiatives. We are currently battling it out in the
legislature.
