FYI, there is a somewhat related growing and worrisome problem in Latin America and the Caribbean with existing electrical and electronic operating equipment – transformers, pumping stations, phone lines, power cables, even traffic lights – being stolen and stripped for their metals, and then being shipped off to China masquerading as legitimate scrap exports “for recycling.”

With all the uproar over Chinese product defects lately (pet food, toothpaste, jewelry, etc.) and quality concerns, I was wondering if anyone is seeing motion toward keeping recycling local where materials are sent overseas (mainly an issue for the West Coast) -- either on a local/state policy level, or recycler operations level.
