Blair, I could not view the article, but I have had a similar experience to the one that you described. In the City of Hawthorne, we have started a new program in the past year with carts for trash, recycling and green waste. We have had a problem with all three materials being mixed up, at times. The homeowners have claimed that when the carts are rolled to the curb that all of the materials were properly separated. The problem has been identified as scavengers, who dig though the recyclables and the trash and place the non-desirable materials in any bin with space. We have been working to stop this by working with law enforcement patrolling the night before trash day. This has really helped our program, good luck with yours.
