[greenyes] Electronics policy for government

Apologies for any cross postings
 
We are looking to establish a new policy on managing our electronic
surplus from county offices.  Old and obsolete materials will be
recycled through a contractor, but we would like to consider giving the
still usable materials away or donating them to area non-profits.   We
will need to work out the logistics of such a policy as well as far as
managing the materials from office to holding pen.
 
Has anyone established such a policy in their local government that we
could draw some ideas from?
