In our specifications for structural steel, metal roofing, steel studs etc. we include the following quality assurance caveats:

1. Manufacturer shall provide certification that steel products are manufactured with recycled scrap and quantify post-consumer and post-industrial percentages.
2. Manufacturer shall provide certification that radiation dose levels from steel scrap are no greater than 300 millirem as defined by the National Council on Radiation Protection and Measurements (NCRP), and by federal and state regulatory agencies.

And we're getting the appropriate documentation.   If you have any influence in design and construction projects, ask your architect/engineer to add similar language.  There's a lot of potential liabilities here.
