Does anyone have a specific example of a community that:

1) Introduced a PAYT (pay-as-you-throw) BAG system, while reducing trash collection from twice weekly to once weekly? (Perhps adding curbside recycling instead of the second trash collection).

and/or

2) Has a PAYT system (preferably bag, but would consider all types) and only has a drop-off recycling program, not a curbside. Preferably the community would have had the drop-off system in place before PAYT was implemented, and has "before" and "after" tonnage info.
