It seems to me that NEMA makes a big deal about the necessity of lamp
recycling but then excuses itself when it comes to the responsibility of
reclaiming hazardous waste.  If electronics recycling makes good sense
the same should be true for fluorescent lamps.  I'd just as soon pay a
surcharge up front and have the lamp manufacturer pick up the bill for
transportation and mercury reclamation.  Extended product responsibility
doesn't just mean keeping a database of companies to remove the waste
you generate.
Having said that, one cannot discount the obvious benefits of
fluorescent lamps in relation to minimizing emissions from power plats.
