Caution!!!!

Check out who is sending this message. Mark McKenney works for the industries (consumer products, packaging) that have been active in Canada trying to influence the direction of "product stewardship" so that it follows the early German model. This model, which they succeeded in planting in Ontario and Manitoba is based on:

- municipalities still saddled with providing recycling -- and disposal! -- services for producers' products & packaging
- brand-owners tithe a pittance to municipal programs, leaving municipal governments footing the lion's share of the cost and all the responsibilitiy

In Germany the fabled "Green Dot" program is incinerating up to half of the packaging collected by municipalities in bulky plastic bags. Is this what we hope for from EPR?

Meanwhile, Canadian government policy on EPR is shifting in a different direction. Duncan Bury of the federal government has said in personal communication that they are looking towards "individual responsibility" rather than these DSD-type consortia that McKenny is associated with, which hold monopolies and eliminate incentive to redesign products. Note that the European Recycling Platform is a split-off from these consortia made up of companies that are promoting individual responsibility, the first glimmer of possibility that EPR can actually change corporate behaviour.
