Oh.  So the requesting party meant these broad state diversion/recycling
goals, not product- or material-specific mandates?  Oops.  I misunderstood
the question.

Most of these goals are not mandatory, and among the few that are, very few
are actually enforced.

I noticed the AF&PA list does not include Puerto Rico, I guess because it is
not a state.  PR has a law that required all business entities to practice
recycling and to submit to the Solid Waste Authority (ADS) a Recycling Plan
of how each it intended to meet the 35% territory-wide recycling goal by
2006.

indicating states that mandate recycling.
