As a Government Manager for 20 years staffing CAC's and now as a private citizen who is the chair of a CAC, I found that as a Manager, the CAC would and could advocate progressive projects (double lined landfills in the 1980ies before it was the rule) that we needed the Elected officials to approve (cost more). Today the CAC in San Diego is the lead for stakeholder consensus and driving the Zero waste policy. This being true: Political Theory (Max Weber) says..." what the Authority gives they can take away "and (Newton) says "... every action there is a equal and opposite reaction" (Anthony social science corollary) is that ..."No good deed goes unpunished".
