We need to implement a front-end strategy.

That is, not generate such a myriad of toxins,
and other "products" and packaging that are impossible to process in the 
waste "stream".

Arthur's question related to other paper besides newspaper...certainly
there WERE other household papers in the 1940s and before [but not in
today's quantities], but were they targeted for collection??

Rick Anthony pointed out a few weeks ago that before WWII all major US
cities had curbside pickup.  So the answer probably depends on the time
span the question applies to.
