ACOE has it piled waiting for some ideas of what to do with it.
The old landfill in NO previouslycaught fire and was covered with dirt.  
Katrina made it very waterlogged. The Toxics then floated into the Gulf  attached 
to oil globs until the normal oil decay processes removed that  floation 
supplied by the oil and the toxics sank to their levels of respective  boyancy and 
circulated in the Gulf of Mexico and later Gulfstream  currents.
