[GreenYes] Seeking exemplary C&D programs

Hi Greenyes List,

I'm looking for examples of exemplary Construction & Demolition programs. By
exemplary I mean that are programs that go above and beyond the standard
municipal ordinance that requires a percentage of C&D debris to be separated
and ground up for recycling.

 I'm particularly interested in programs with any of the following
attributes:

** Municipalities that use ordinances, policy, economic incentives to
encourage the private sector to reuse/recycle C&D debris
** Programs with elements of waste prevention.
** Programs that maximize reuse, salvage and deconstruction before
recycling.
** Programs that strive to produce the highest quality end products, or
encourage highest and best use.
** Programs with a goal of zero C&D debris to landfill.
