I am looking for examples of states or local governments who have adopted purchasing requirements for recycling-compatible pressure sensitive adhesive products (PSAs). This issue is being looked at by the Wisconsin Council on Recycling, a state advisory group created by the Legislature to provide recommendations on how to improve recycling in Wisconsin. One of the Council's priority topics is paper recycling and a critical barrier to expansion of paper recycling has been identified as the presence of "stickies", especially from PSAs. A standard for environmentally benign PSAs has been developed by the Tag and Label Manufacturers Institute and is posted on their web page at <http://www.tlmi.com/data/b9/index.html>. However, in its deliberations on this issue last week, Council members wanted to know what other states and local governments have done to implement a recycling-compatible PSA purchasing standard.
