 We would like to invite you to the Workshop ?Evaluation of treatment 
options for municipal solid waste? to be held at the European Commission 
in Brussels on Thursday 14 October 2004. The workshop will focus on the 
external costs due to the pollution caused by the waste and on their 
inclusion in the process of choosing the most appropriate option for a 
given application. The Commission considers the internalization of 
external costs one of the keys for sustainable development.
 
 The external costs of waste treatment for two case studies have been 
estimated in the DG Research funded-project SusTools (Tools for 
Sustainable Development), using a combination of life cycle assessment and 
impact pathway analysis (combining environmental fate modeling with 
monetary valuation). The two case studies are
 1)    a comparison of environmental performance and external costs of 
landfill and incineration in France;
 2)    a comparison of environmental performance and external costs of five 
thermal treatment options in Flanders (grate furnace, grate furnace with 
SNCR, grate furnace with SCR, and fluidized bed with two pretreatment 
options).
 
 As part of the SusTools project this workshop will be held to involve 
stakeholders in a discussion of the results (with detailed explanations of 
the tools used by the team) and the evaluation of the waste treatment 
options. To help resolve conflicting interests and to deal with damages 
for which we do not have monetary values, experts on multicriteria 
decision analysis are participating in the project. They have developed a 
questionnaire that will be filled in by the workshop attendants and 
evaluated interactively. Your opinion as an expert will be extremely 
helpful for evaluating the treatment options. We very much hope that you 
or one of your colleagues can participate. Suggestions for other invitees 
would also be appreciated. Unfortunately we have no means to reimburse 
expenses for this workshop. Please confirm, by fax or e-mail to A. Rabl, 
whether you can participate since places are limited and will be allocated 
on a first-come-first-served basis.
 
 A brief report summarizing the methodology used by the SusTools team and 
the detailed results will be sent to you shortly.
