Most Cities in San Diego County except San Diego and San Marcos (Oceanside,
Carlsbad, Encinitas, Solana Beach, Del Mar, Vista, Escondido, Poway, Santee,
Lemon Grove, El Cajon, Chula Vista and Imperial Beach) have mandatory
separation requirement for both single and multi family, commercial office
buildings and clean loads of c & d.  Michael Meacham of Chula Vista (100,000
+ population) would be a good contact , mmeachan@ci.chula_vista.ca.us. , as
would  Jacy Davis from Solana Recyclers,  solana@adnc.com.  Most of these
Cities have come very close to 50% diversion required by CA State law.
