[GreenYes] CA Coastal Commission unconstitutional?

A superior court judge in Sacramento has ruled the California Coastal
Commission unconstitutional on the grounds that it has legislative,
juditial, and executive powers. It will, undoubtedly, be appealed, but this
could be a BIG blow if it holds. It wouldn't directly impact recycling in
any major way (although they do conduct numerous beach cleanups every year
where recyclables are collected), but it would potentially allow devastating
damage to California's coast.
