    At the time when newsprint prices had extremely dropped to where it was a lot
    cheaper to landfill rather than recycle I'm pretty sure they decided that
    newspapers which were placed out for curbside recycling here (Lancaster, PA)
    would be acceptable to go to the resource recovery (waste-to-energy
    incenerator) facility. However, this isn't normally the case.
