Name a city that stopped collecting individual materials for recycling because
of economic or market reasons in the last five years?

That's the only program I can think of in the last five years.
In 1985 Fresno, CA dropped recycling for cost reasons and had a citizens
revolt. The program reemerged as a private contract, to this day.
In 1992 the County of San Diego tried to repeal its mandatory recycling
ordinance, met with a citizens revolt, and its still on the books.
