It would appear that in a bottle bill state, large free urban festivals would have a lot of freemarket recycling going on, thanks to the efforts of indigenous recyclers. Has anyone seen instances where publicly-supported recycling-at-events programs have brokered participation of local grass-roots ventures vs. competing with such operators for high value materials and consequent revenues?
