[GreenYes] Re: High-end recycling bins

The City of Emeryville recently purchased public waste receptacles that
have a recycling container on the top which is "scavenger friendly."
It allows the pedestrian to put a bottle or can up top, and a scavenger
can come by and take it out.

Berkeley and Oakland have been using them for a couple of years and
seem to like them
