You should talk to the folks that recently discussed multifamily recycling 
at the NRC Congress in Atlanta. They did great presentations and provided 
some excellent tools that can help you develop and implement your program.

First, talk to Dianna Kennedy, Director of Communications, from Eureka 
Recycling in St. Paul, MN: diannak@no.address 

Eureka has be involved in multifamily recycling for quite some time and 
they also developed a truly excellent toolkit:
