In addition to salary and vacation, 3 weeks of Compensation Credits may be exercised as time off with pay or as supplemental income. . This position is with the Marion County Public Works, Environmental Services Division in Salem, Oregon. . This recruitment will be used to fill a current vacancy for a position that is union represented. . This position is overtime eligible and is 40 hours per week. . MINIMUM QUALIFICATIONS: It is imperative that applicants include, on the application form, details of education, skills and experience as they pertain to the qualifications shown below. 1. Four-year college degree in physical science, public or business administration, or related field; AND two years experience in waste reduction, recycling or a related field; OR 2. Any satisfactory equivalent combination of education, training and/or experience relevant to the position. NECESSARY SPECIAL REQUIREMENTS: . Must possess a current driver's license in the applicant's state of residence and an acceptable driving history. Driver's license number(s) and state(s) in which they were issued, during the last 5 years, must be included on the application form in order to qualify for the position. Marion County will obtain a copy of the driving record for all qualified applicants from the Department of Motor Vehicles. . Certified as Master Recycler within twelve (12) months of hire. . Work Hours: Work schedule determined based on the needs of the department. . It is a Marion County Public Works Department policy that a criminal history background check be conducted on all new employees. The final candidate(s) selected for. this recruitment may be required to pass a drug screen. ESSENTIAL DUTIES: Develops and implements business and residential programs that focus on waste prevention, recycling, environmentally-friendly product procurement and green building techniques; identifies business needs and goals; conducts waste evaluations; analyzes the waste stream from intake to output; researches alternative materials and methods; calculates cost savings and associated labor costs to alternatives; develops recommendations to use less materials, reuse materials and reduce toxicity; provides assistance in the implementation of the recommendations. Coordinates with representatives of state, business and community organizations in developing and implementing waste reduction activities and programs, including cooperative projects. Designs, coordinates, budgets and implements waste reduction and recycling programs and events; develops, designs, and creates displays to educate the public; researches, writes and publishes information brochures. Acts as liaison and technical advisor to the general public, county departments, other local and national governmental bodies and to committees, task forces and associations. Develops and implements waste management programs at events, including Salem Art Fair, Marion County Fair and Oregon State Fair. Develops and manages Master Recycler Class; develops and updates curriculum; organizes class location; confirms speakers and tours; develops and distributes monthly newsletters; tracks volunteer activities and payback; evaluates program deliverables; develops continuing education opportunities; recruits participants; identifies and schedules outreach events; schedules volunteers to present master recycler information; and monitors and provides feedback on volunteers' presentations.
