Here's a question for the folks involved in or familiar with curbside recycling programs. Are homeowners generally aware that they are paying for this service, or is it paid through property taxes? folded into the refuse collection bill? or do they generally pay for it separately. Obviously if the city or county does'nt provide curbside collectionm, residents would have to subscribe to a service. Thanks for any answers I get to this question.
