why not put a deposit on all  containers/packaging".  




France has a packaging tax that sends money to local  government.  
Unfortunately they use the money to pay incinerators to  burn  the material up and get 
some electricity in return.  
 
Tax is good  but make sure the material comes back as a  material resource 
and not gas.
