[GreenYes] Incenting recycling in compensation packages at TS

Dear colleagues:

Is anyone aware of a transfer station (especially connected with 
recycling operations or a facility) under contract by a public entity, 
that has structured its compensation package for the operator to create 
an incentive for recycling?
For example, in a given year, paying the the operator $x/T for the first 
block of waste tons hauled to a landfill, then $.75x/T for the next 
block, then $.5x for the next block, etc. A descending block structure 
would create incentive for the operator to engage in more recycling.
Or, any other examples, like with bonuses for increasing recycling?
