They have a program titled:
"Carpet America Recovery Effort (CARE)
Ground-breaking initiative that develops market-based solutions for the recycling and reuse of post consumer carpet"
Which had a link to the EPA program "Jobs Through Recycling"
that list market development programs all across the country:
Market Development programs have been solving many problems with hard-to-recycle materials by providing grant money (normally as matching funds) to communities partnering with businesses to find market based recycling solutions.
