The Superfund thing is a bit convoluted, but a key point not mentioned in the article is that the "tax" on "those responsible" has not been reauthorized for several years due to lobbying by the chemical industry and others ("those responsible"). As a result the fund is depleted and resources for cleanups are lacking.
