[greenyes] Recycling Collection Frequency

Does anyone have any data on recycling participation and diversion rates in
communities which have gone from weekly collection to every other week while
continuing the use of 14-18 gallon bins?  

It seems that many communities switching to every-other-week do so while
simultaneously making a switch to carts (64 gal, 90 gal).  However, I'm
looking for data on communities that did not change their container system
when changing frequency.

Any help would be greatly appreciated!!  Anecdotal examples or formal
studies both would be great.
