Recycling is one of America's great success stories, but we can only do so much managing waste "at the end of the pipe." In order to preserve resources, protect our environment and public health, and create robust local economies, we must change who pays to manage products at the end of their useful life and focus on the way products are designed and manufactured - without toxic materials and with reuse, recycling and composting in mind.
