A well-run campus recycling program ought to be able to document savings in 
disposal collection and tip fee costs due to reductions in bin service and 
landfill tip fees.  Are you including these cost savings in your analysis of net 
costs?  Too often, administrative staff think of these programs as just "extra 
campus activities" rather than key components of an overall waste management 
strategy and budget.  Also, it is a good way to keep monitoring the 
effectiveness of the recycling program, which should be providing documented reductions 
in disposal given the percentage of recyclables in the waste stream.
