[greenyes] recycling programs curtailed?

Greenyes colleagues,

I'm interested in knowing about any instances of a local government
suspending, terminating or otherwise reducing the service level
(temporarily or permanently) offered by a recycling program due to
budget constraints or financial reasons.  The size of the
city/town/village and the initial service level of the recycling program
is irrelavent so long as the effect was a net reduction in services due
to a lack of money.  The names and locations of the programs/local
governments would be very helpful.
