We wanted to let the listserve know of a new report issued this week by a coalition of ten environmental groups proposing 10 strategies for further improving the cost-effectiveness of New York City's recycling program.  The report is being released to coincide with return of full recycling on April 1st in New York.  The report is entitled Recycling Returns and is available on NRDC's website: http://www.nrdc.org/cities/recycling/returns/contents.asp
