Can anyone suggest any literature (e.g. case studies, peer-reviewed, reports, 
etc.) on specific municipal, better yet, multi-family dwelling recycling 
program failures and(or) the names of actual programs that are generally 
acknowledged to have failed with respect to participation and planning.
