Everyone...
Several things to think about:
Are more people in the central city getting their news via the internet?
Has the decrease in circulation been for the weekday newspapers?
Has their been a change in the circulation numbers of the Sunday paper?
In the rural area has circulation increased at the same rate as
development of new homes?
Lastly two papers per day is "not needed" with the various types of
communication available to the public.
Two papers per day is truly WASTEFUL.
