[greenyes] Recycling wrapping and tissue paper

I am in the effort of putting together a holiday guide and I have discovered
that several of our haulers refuse to collect wrapping and tissue paper to
be recycled.  While I understand this may create a low-grade paper product,
with single stream recycling, magazines and newspaper inserts already making
the paper low grade--it seems as if wrapping and tissue paper would not make
that big of a difference.  Are other jurisdictions running into this
problem?  Insights into why this is the case? Any ideas how we can help to
get this big waste contribution recycled?
