Anyone have a successful event recycling program?  Stories? Horror stories?

Boise is trying to get a program going.  So far, so good - as long as we keep it free and do all the work.  Unfortunately, trash is managed in Public Works and events are managed in the Parks Dept.  Parks does not want the additional responsibility of requiring events to recycle.  Any suggestions for recouping the recycling costs?  Managing the program?

Are there statistics out there on event recycling results?  What diversion to rate to expect?  For example, the Harley Davidson Party in Veterans Park, Milwaukee, Wisconsin?
