[greenyes] State tipping fee reduces landfill imports

According to an article in the Milwaukee Journal-Sentinel, the importation
of solid waste into Wisconsin declined in 2002 for the first time in 8
years. While some believe that the state's landfill fee $3 a ton, imposed to
help pay for recycling, had an impact, others aren't so sure. An editorial,
however, is supportive of the idea that the landfill fee contributed to a
