2003 Resource Conservation Funds Solicitation*

The U.S. Environmental Protection Agency Region 9 is soliciting
proposals for cooperative agreements that promote recycling, solid waste
reduction, and energy conservation through: source reduction, product
stewardship, reuse and composting, market development and job creation,
education and outreach, or the procurement of postconsumer recycled
content products.  Cooperative agreements will be awarded through
Resource Conservation Funds under the authority of Section 8001 of the
Resource Conservation and Recovery Act of 1976. Additional statutory
authorities may be used.

Pre-proposals are due: Friday March 14, 2003

Eligibility: States, tribes, territories, multi-state/tribal
organizations, universities, local governments, and not-for-profit
organizations located in EPA Region 9. EPA Region 9 includes the states
of California, Arizona, Nevada, and Hawaii, the U.S. territories in the
Pacific Islands, and the lands in Indian Country belonging to over 140
federally recognized tribes.

Waste Reduction Assistance (WRA) program funding is awarded to projects
devoted to waste reduction, recycling, and composting. Projects may
include capital improvements to recycling programs, research and
development, and marketing. Eligible applicants, generally, include
private companies, non-profit organizations, and political
jurisdictions. The total amount of money available each year through the
WRA program is approximately $700,000.00. The WRA Funding Request for
Proposals (RFP) is released in mid summer of each year. If you would

Arizona Department of Environmental Quality (ADEQ) Waste Reduction
Initiative Through Education (WRITE) funding is awarded to projects that
educate the citizens of Arizona about waste reduction, recycling,
composting, and the opportunities they have to participate. Projects may
include multi-media campaigns, school curriculum, seminars and
workshops, technical assistance, pamphlets and fliers. Eligible
applicants, generally, include private companies, non-profit
organizations, and political jurisdictions. The amount of money
available each year through the WRITE program is approximately
$250,000.00. The WRITE Funding Request for Proposals (RFP) is released

The Reuse Assistance Grants 2003

The California Integrated Waste Management Board offers these grants to
provide the initiative and incentives for local public agencies to
promote and apply the concept of reuse by developing or expanding reuse
activities at the local public agency level. All local public agencies
in California are eligible to apply for funding, and may apply
individually or regionally. Partnerships between jurisdictions and with
private entities (e.g., businesses, nonprofits, etc.) are allowable.
Grants are awarded on a competitive basis.
