Here on the Peninsula of the Bay Area, California, we have garbage collected every week and Recyclables every other week.
If I forget to put my garbage out, then the collection crew usually comes into my yard to get my can. They are not obligated to do so, but I suspect that they prefer to collect it on a weekly basis due to the smell cause by the breakdown of the contents of most garbage cans. A week later, the same can could be pretty smelly.
I would guess that the colder the climate the less of a concern this is, so locations in Alaska might be perfect for an alternate collection schedule.
BFI in San Carlos, CA (650)596-6462 has the contract for collection for 10 cities here on the peninsula, and I believe they use the same collection methods pretty much for all cities.
If you think they will have some information that will help make a decision, give them a call.

My question is actually simple. I am trying to find out what
cities/towns/communities have a pick-up recycling program where they
alternate
between garbage and recycling pick-up. This means that garbage and
recycling are collected every other week with one week for “garbage†and
the next for recycling. We are considering such a schedule because we
have only one truck and driver to pick up each week. We have heard
that Eugene, Oregon, and Friday Harbor, Washington, use the same
schedule, but we are wondering if there are other communities doing
this as well. If you are unable to give us this information, we would
appreciate it if you could give us some ideas of where else to ask.
