[GreenYes] Volume based cart exchange fees

Hello all,

I am looking for communities that have implemented a cart exchange fee
with their residential programs when they have initiated a volume based
or PAYT program that utilizes different size carts.  We are looking at
charging a fee (if approved through council) of $25 for exchanging from
a smaller cart to a larger cart but not from a larger to a smaller cart
(to help promote waste reduction).  I am looking for other communities
that have such a fee and how much they are charging per exchange.  I
know that Austin charges $15, any others?  Thanks.
