[GreenYes] bag-based user fees with automated carts

Anyone Know of any small communities that have implemented PAYT using identifiable bags as the collection system in conjunction with an automated cart collection system?

I Would like to know the logistics of dealing with enforcing the use of the bags if placed in containers and handled by (semi) automated equipment.   I can envision collection workers opening the tops of the cans to examine what is visible, but what to do with non-compliant, underlying waste once it has been dumped?  

Interested in how communities have handled the logistics of inspection and enforcement and problems that have been encountered and how they have been handled.
