Most of the larger manufacturers have various engineering data available, including flammability information. Often, this available on their web pages; otherwise by contacting the firm.
 
I would not presume that the gases from the burning of plastic lumber made from HDPE is toxic.

Check this with ASTM.  Of course, the plastic lumber is flammable and the smoke is probably toxic.  Detailed info and comparison with treated wood should come from ASTM.
