[GreenYes] Charging for Bags

Several years ago when living in California the Ralph's supermarket chain 
made a big deal out of selling canvas shopping bags.  This late-80s 
mini-trend in the U.S. for "bringing your own" to the supermarket seems to 
have fizzled.  I'm all for charging a nickel per shopping bag, but will this 
really help with reuse or recycling or just kinda feel good?
